Lagos Tops 2025 State Performance Rankings, Widens Gap with Rivals

Philips Consulting has ranked Lagos as the best-performing state in Nigeria, making it the only state to achieve a prestigious five-star rating in the 2025 Phillips Consulting State Performance Index (pSPI).

The comprehensive report, which evaluated all 36 states and the Federal Capital Territory, assessed performance across key sectors such as fiscal management, economic development, infrastructure, healthcare, education, governance, environmental sustainability, and digital access.

According to the findings, Lagos stood alone in the elite category, earning an “exceptional” rating and securing the top position nationwide. The index combined 70 percent objective development data with 30 percent citizen perception surveys, drawing insights from nearly 10,000 respondents.

Ogun, Kaduna, Adamawa, and Niger states followed behind with four-star ratings, reflecting strong performances across several indicators. However, none matched Lagos in overall governance effectiveness, economic resilience, and service delivery.

A major factor behind Lagos’ dominance is its strong revenue generation capacity, which highlights fiscal sustainability and reduced dependence on federal allocations. The report noted that Lagos continues to leverage its status as Nigeria’s commercial hub, supported by a robust transportation network, thriving business ecosystem, and critical port infrastructure.

The state also stood out for its advancements in digital transformation and innovation-driven governance. Technology-enabled public services have improved transparency, efficiency, and citizen engagement, further strengthening its leadership position.

Analysts say the 2025 ranking reflects not just economic strength but the cumulative impact of governance systems developed over successive administrations. Compared to previous editions, the latest results show a wider gap between Lagos and other top-performing states, reinforcing its role as Nigeria’s benchmark for development and public-sector performance.

While Ogun maintained its reputation as an industrial powerhouse, and Kaduna, Adamawa, and Niger showed notable progress, Lagos continues to set the pace in governance and development nationwide.

Philips Consulting emphasized that beyond ranking, the pSPI serves as a strategic tool to help policymakers identify gaps, track progress, and implement data-driven reforms aimed at improving citizens’ quality of life.
